Except that retard means to impede, so something like "Mentally Retarded" is a legitimate phrase whether you like it or not.

I don't see how it follows that it should be used. There are plenty of "legitimate phrases" that most of us would never think of using because they're offensive. For instance, n***** is based off a word that is the Spanish word for "black", but this doesn't mean that it's okay to say, does it? Context is important. The word "retard" has been used for decades to hurt the intellectually disabled community, and is just as bad as n*****.

Except that what you are referring to has been exclusively used as a derogatory word and has no other valid definition for use in conversation.

Actually, it has been used simply to refer to black people, back when it was originally coined. Nonetheless, it always had a negative implication, and the same is true of the word "retard". There's fricking reason the medical community and the government stopped using it.

But that's not why they stopped using "retarded". They stopped using it because they recognized that it's offensive and hurts the intellectually disabled community.

People are always saying "Oh no, if I can't say 'retard', next thing you know I won't be able to say anything!" Well that didn't happen for any other of the words in the swear filter, so you might want to rethink that.
