To begin with, a small noobhut-style building with a couple of torches is sufficient to store the villagers. A railway can bring them right inside, and the rails can later be removed to close up the hut for safety. Add a couple of doors and the villagers might even start breeding while inside (provided the hut isn't too big, so the doors can recognize "inside" and "outside" areas). You can leave them there indefinitely, so constructing a more permanent home is a matter of aesthetics rather than necessity.
