A biome is bound to its coordinates, not the blocks within the biome.
You can change every block you want in a desert biome and it will still not rain.

If you actually change the biome using MCEdit, then yes. Unless the biome is actually changed, nothing happens. Making a desert look like another biome does nothing.

But to no avail, people either over looked these or ignore them with reasons unkown. But maybe its cause I used "reserved" and not "claimed". Not sure.
