That's not quite how it works. Placing a bid is considered a binding contract, and you are basically required to hold up your end. If, however, both the seller and the second place bidder are willing, you may pay the difference between the winning and second place bids to the seller, and the seller can sell the item to the second place buyer at their own bid. You'll get nothing, but it's an option.
