Edit: Also, if an Admin could weigh in on this (Intelli perhaps), would it be possible, if this project gets enough support and gets off the ground, to make the city "protected" to keep people from griefing it?

If im unbanned in time (still have no clue why) ill help build it, its going to be a funnel shaped city if i read your OP right? Maybe you should include 9 levels? (+5 to those who get that reference!) Though you know that there is going to be a griefer who whips out a diamond sword and kills all the builders every now and then under the guise of "PVP is on in the nether herp derp!" right?

Cylinder actually. Big'ol hollow tube of stone with the city on the inside and poking out the sides.

Cylindrical shaped city will have more room in it, but im not going to lie, a giant perfectly shaped funnel/cone city would look awesome. but without nether protections wouldnt you be worried that Dis would look like a buffet to griefers?

True, very true. Hopefully we can get a petition going to have it protected like Spawn is protected (cannot grief but nobody in particular owns it). This would require direct intervention on Intelli's part, so I'm not sure how well it would go over.

Personally though, I feel that the Nether, while a chaotic PvP realm, should have some safe ports and static land marks, and I'd like this to be one of them.

That would be nice. The long 1x2 tunnels and 1x1 towers of dirt and netherraack are all fine and well deep in the nether where people are trying to make quick paths between their homes. But it would be good to have a respectable city in there, for the sake of a reason other than PvP to actually visit the nether, instead of just passing through it.

There could even be a vigilante style justice system to minimize violence and griefing in the city, even if its protection does not receive official approval. See someone griefing or starting a fight? Get the entire friggen city to attack the offender!

You would also have to make your own portal in the city, otherwise some guy could randomly make a portal and it would spawn a portal in the middle of someones house.

I support Intelli making certain areas protected, but someone would have to own the plot so s/he could add builders and people with permissions to access chests and whatnot. However, I dont think Intelli would want to open the can of worms though of making protected nether areas because then everyone would want one, perhaps Intelli would personally own the plot, then have the mods be co-owners who could add/remove people?
