Oh, it's segregation alright!
Segregation isn't necessarily a bad thing. For example, let's say there are three students. One student has absolutely no trouble in finishing his work, and even does more than was intended. Someone could say that he's farther ahead than the others. Another student is rather average. He's learning the material at a normal pace and getting decent marks on his tests. The last student is struggling. He's lost the will to learn because he fell behind the other students.
Now, the first student might be sent into a higher leveled class, or be invited to academic based extra-curricular activities. The second will probably stay in the current level, and advance like most of the other students. The last may be put into remedial classes so he can catch up.
Some players could probably do more on a server that isn't mobbed by a haggle of idiots everyday. Besides, most of us will probably be bored of a utopia within a week, and head back to the chaos.
TL;DR Segregation always isn't a bad thing. Let those who deserve it reap the rewards of being a half-decent member of the community.
And stop trying to bring up other topics on a completely unrelated thread.
