New residents will be invited to join the city once the outer wall is started.
The city has been rebuilt on paper to accumulate more people this time.
Frog town being ~40 plots just the city alone within the walls and near area has been expanded to hold about 20 or so more plots totalling many more residents. this not including the walls.
