There's a .01% chance of getting a silk touch book at lvl 19, and this is the maximum chance; levels 19 and 18 are the levels where it's most likely. That means that out of every 10,000 books enchanted at level 18 or 19, 1 will be silk touch. So, no. It's extremely difficult, and, just to prove you wrong (nothing personal), I'd like people who have a silk touch book to post here.

I have silk shears, but I don't think many people do. I also think friends lend them to each other so it may seem like more people have them.

I have silk touch I Unbreaking III shears, and yes I could rent them (If It is possible to repair them).
