Notice: Here's the New Details for how it will work:
It is expected that an official tournament for this will not be possible, as each round will take roughly 40-50 minutes. So, Builders can keep training for their times on their own freetime, and then if they feel ready, they may ask me and I will get them set up:
-When they want to get a time for their vault, they let me know, I bring them to the place to construct it (timed of course).
---After 15 minutes, any of the designated looters are free to run it. Each looter will be their separate division, so that each Builder can be ranked within the divisions, and each looter can be ranked against each other at the same time. For example: Cerevox Division may mean that Pandagames07's vault has a 7 second faster time than it is in the Lightbulbs Division, or whatever.
Basic Information: Players competing will have to design a chest to protect the loot. Should their chest survive against the others as the most difficult to steal from, they win an amount I will determine later in the post. The player that breaks into the chests gets to keep an amount I will determine later. I will assign this looter by my inferring of the most clever players on the server.

Looters all are allowed to have 128 Dirt in their inventory to begin with. They may use dirt up to exactly 1 block outside of the cube (right next to it) as well as anywhere inside it. Furthermore, choice of tools:
-1 Diamond Pickaxe
-4 Stone Pickaxes and 4 Stone Shovels
-4 Gold Pickaxes and 4 Gold Shovels
-2nd Place receives the contents of its chest.
-Every other competitor receives 1 piece of the contents of their chest should the average time of their design exceed 50 seconds.
Winning (Looters):
-2nd Place receives 20% the contents of all of the chests.
-3rd Place receives 10% the contents of all of the chests.
What If's And Further Explanation
All of the divisions are ranked separately. Each Builder has a single time in each division that is ranked against other Builders. The leaders of each division receive undetermined prizes.
The times for each player for each Division are also ranked against other Divisions so that the Looters themselves have competitive times for each player's vault.
The average times for each player for Each Division are also ranked for each player so that the players know, on AVERAGE, who is the best Chest Protector designer?
What if my Division Looter dies to my trap? Then the Builder receives a one diamond bonus reward automatically. Also, the Division time for that vault will be labeled automatically as tied with the current Division Leader and labeled (DNF).

It is undetermined, but to participate as a Builder may require an entry fee of anywhere from 2-8 diamonds (I myself don't have many diamonds to make this interesting, so I'll need help

The Looters are all players I have invited and selected to participate as such due to their experience with the dark arts of Minecraft (or in combating it). This does not label these players as "looters" or "bad people", but rather people I find clever enough to be capable of partaking in this task on a competitive level. That being said, do NOT be offended if you aren't on this list. It is very concise as I don't want to have to manage many Looters

Yes; the winning Builder will be recognized in the next Player's Issue and their design will be released at their discretion so that the server can learn the fundamentals of protecting their chests. It will be good information because this design will have been tested very competitively by multiple Looter divisions!
The winning Looter will also be recognized for his cunning and ability to infiltrate the chests, reaping the benefits. Their notoriety on the server may plummet, but they should be revered for their ability to accomplish this difficult, competitive task

Where Builders Will Build
I am going to construct 14x14x14 dirt, hollowed cubes, which would make it large enough to house the 12x12x12 space one needs to construct their device. Each one of these will be assigned a player to keep it clear. These cubes will be floating so that no outside terrain may be used in the device, both by the Looter and the Builder.
What is the Point of This?
I am not a very strong supporter of Looting being against the rules. Granted, it is a very bad behavior that I myself despise, but I feel that it allows players to be too comfortable with leaving their chests out in the open, and should Looting be allowed, they may be more careful. This competition is to test how well our players can protect their chests when there are oodles of diamonds on the line.
Alas, looting is against the rules and I ban people regularly for it. This competition does NOT in any way encourage players to hone their looting skills (as I've selected who I want to see be the Looters). Builders are encouraged to protect their chests, and hopefully this serves as a very valuable lesson for the server as a whole.
Also, if you are trying to become a Looter, don't argue saying that "I loot all the time, look!" Argue your wit and intelligence that would help you win this competition instead.

-You cannot use obsidian, iron blocks, or diamond blocks.

-You will be given time after each trial to repair your locking device.
-(Undetermined) You are limited to the use of 250 blocks of any kind in your design. This does not include redstone, torches, or other non-blocks. But it does include half blocks.
-Builders may use up to one lava source block and two water source blocks.
-When using decoy chests, they may NOT contain diamonds or iron. They may also be empty.
