I believe Intelli is able e-mail the payer-of-record for a particular paypal transaction to confirm their IGN should that eventuality occur.

I'm talking about people who don't actually donate money, but pretend to, and then provide a fake transaction ID. Also, the receipts look a lot different from the ID's. If someone miss-typed it and we confront them, then of course they have the chance to provide the proper ID.
