It was supposedly public, but now it says I have to be premium?

That probably means you need to buy Minecraft, becoming a premium user on that end.

I have the full game. I'm using the client. But it says "User Not Premium"

You're getting the message: "Failed to login: User not premium" on the multiplayer connection screen?
If so, check that you're logged in, and check that your account has a purchase with which it is associated, etc.
If not, and the above isn't working, I'm afraid I don't know what's wrong, as to my knowledge nothing's changed to that effect on Minerealm.

The primium thing is 100% notch. Its basically saying that the minecraft.net servers don't think you own the game.
