Do plots disband at a certain time like if i log out at 1:30 am it disbands at 1:30 am 30 days later or is it a random time on the 30th day?

Plots disband if you do not log in for a 30 day period. If you log out for the last time at 1.30am one day then it will be marked for disband at 1.30am 30 days later, and the actual disband will then occur when the next scheduled hourly disband is scripted (generally around the change of the hour, so about 2am for your example).
