Yeah.. its starting to get a little ridiculous, none of the mods or admins are responding to anything...

Yeah. And what sucks is that I can't find another server as fun as this one. This server has some of the coolest admins, ideas, mods, and experiences that are all presented in a professional way. The realm idea is genius and I haven't been griefed for a little while due to the responsive mods that will ban someone if there is proof. Oh, and the world map idea was boss. I explore everything with that thing. I come across ruins and have to set up camp so I don't get killed by mobs at night. I have to worry about being attacked because of the PvP thing and worry about being stolen from. I love that experience. It's like an adventure game, except this time it's crafted by the players. Cities competing, wars braking out, crops growing and selling them, exploring, fighting off mob, trying to hit that vein of diamond, trading, games being held, hunting, and a bazzilion other things to do. I love this server! It's a blast! I just wish it didn't shut down all the time. If they fix that, then they are, (in my opinion), the best server out there. And I love how the admins listen to ideas of what to do with the server. I hope they fix this thing up soon.

Whenever I try to get on the server, it tells me "Failed to connect to the server Connection refused: Connect"

Every single time I try to go on!

Should be "MineRealm is a public, legit server, up 24/7* on a server with 16GB of RAM (* unless server crashes or unforseen actions occur)

I think the "up 24/7" thing means that the server doesn't have a set "closing time". You can log on at any time during the day, if the server is up. So it isn't a lie, or a slander.
