hackers are hackers. nobody simply robs a bank, they build a history of crime before being so bold. they are potential threats.

Only in the sense that the US can steal domain names. If you're thinking of the Megaupload case, don't forget that even though they were based in Hong Kong some of their servers were in the US. Though I would like to say that, as a US citizen, I do not agree that .com, .net, or .org domains should be seizable if they are not committing crimes in the nation where they are based.

Perhaps he could lodge a complaint with the canadian equivalent of the state department. If you can stir up a little media buzz, they may go to great efforts to avoid an international incident. Spin it as cyber-terrorism maybe? You'd need multiple incidents of USA-based attack on canadian servers, but it's the only way to get prosecution.

Don't underestimate 13-year-old hackers, I have seen someone, a 13 year old, hack the front page of Microsoft's website to change the message.

I've personally coded C-based RSA encryption at age 14.

My friend, aged 13, made a piece of code in a .bat file that, in 5 characters, overloads a computer with a slow, but (unless you can type faster than the computer can think) irreversible memory and processing loop, eventually leading to freeze-up of the computer, rapid tried to write a non-existent pipe errors, and eventually, a BSOD, after overloading the virtual memory on the hard disk, and filling up a ReadyBoost cache on any USB memory sticks.

My brother's friend. Aged 11 at the time, completely custom coded a minecraft hacking client, from a clean minecraft source. it could fly, player-radar, nuke, torch-annihilate, speedhack, fastbreak, x-ray, make a death bubble of attack hits around it, aimbot, and I believe also freecam fly. It could even sneak around lockette to some degree. point is, never underestimate what a 13 year old can do, a proxy would be the first thought in anyone's mind who is doing a DoS attack. who do you think are the majority of Anons? are they 40? not often, most of them aren't even 18 yet.
