It never once says redstone cant be placed again. In fact, it says the opposite.

It is just the torch, not the wiring.

Reason I asked was because subways can now just use levers instead of torches, and keep them in the on position. So no problems with that clause in regards to subways.

I like this. I wasn't too happy about the fine on redstone torches, but this is a good workaround.
