The problem with this setup is that it prevents a small group of friends from being just that, a small group of friends. Most of those 163 realms were small and had no real effect on much, but the people in them liked it that way. Most of these people don't want to have to deal with large groups like that and if you force them too, they will most likley react in one of two ways. They will either throw a tantrum, make a mess and get banned, or just leave. Either way, we lose players.
Just think about it for a second. 163 realms. Terranobyl has 25 players, 10 active, which is the largest player count by a good margin. The vast majority of the realms are sitting at only a few players each. Remember how the original requirement for having a private realm was 5 players, but then it got lowered to 2 or 3 or some other very small number? The same thing applies here. If a small group wants to stay a small group, they will, no matter what you try and force on them.
Trying to force the small group into a country that they are not interested in will just cause resentment. On the flip side, there will be the people who are trying to build a powerful, large country. They will be trying to select and recruit the more active and powerful players and will consider the small group players an annoyance at best and a severe hindrance at worst. The expansionist will then have resentment to the small group players for taking up their resources, time and land without paying anything back to their effort to conquer the world.
After this has had a bit of time to stew, i suspect there will be a lot of griefing, primarily internal griefing where players are attacking their own country-folk. This will quickly lead to internal war, constant vote fights over leadership, alt stacking of countries to skew the vote, near random attacking and fortifying of different plots as different leaders seize control of the country. Any sort of large scale construction would be near impossible. Countries would eventually be simply ignored and players would either scatter into the wilderness far from any capitol are risk being constantly slain and driven out by ever-shifting country borders.
Dirt pillars would rise into the sky as each leader attempts to prioritize their goals and achieve them before another leader knocks them from the head spot. Most plots would shift owners daily if not faster. Many players would have alts in multiple different countries and the difference between countries would fade to a hazy, blurred line as each player simply focuses on settling their own personal grudges with other players.
This is all assuming of course that the small group players don't simply leave and that there are still enough players to create this mess.
Personally, I would love this. This terrible post-apocalyptic, mad-max, style world. However, I suspect that most players would not like this, not at all.
