This kid has been harrasing by coming up with terrible insults for like an hour, claims i hack, and the main reason he will get banned is for avoiding the swear filter.

Given the chat logs, the limited avoidance of the swear filter and the fact that it happened after a long and drawn out PvP dispute, I'm not going to ban him for this instance. Staff would have given him a warning before banning him had we been in game at the time, and this ban request can serve as that warning.
