I downloaded Enhanced-Vision-Pack-13 from Planet Minecraft. I then decompressed the file so I could see it's contents. As expected from a texture pack, there was not a single JAR file in any of the folders I investigated. I investigated every single one of them.
From experience with X-Rays, I can tell you with utmost certainty that in order for X-Ray to occur, you need to press a button to interact with the client so the client provides X-Ray vision for you. The Mod Pack has no JAR file, so contains no classes that could possibly communicate with the client to allow this X-Ray vision.
As such, your screen prints show nothing but removing a texture pack which could give the advantage of seeing mobs and making ores more evident.
So you are either confused, or trying to sneak past having to genuinely remove the X-Ray.
Deception does not work on me.
