Actually, the rule was changed to simply. Stealing is against the rules, this was because you won't get banned if your not caught and so the original meaning is implied.

We do care about the people that were hurt. We justify them by keeping you banned. This is your second offense making it even worse! We know that you would try to help but keeping you banned is the safest option. Twisted, an admin, said no. No means no. Lights, access denied by Twisted_100 in all his adminship.
