I think in the last few years, this has gotten muddy.
FreeCam - Lets you detach your camera and fly around - including through walls. You can't interact.
Litematica - Lets you copy sections of a world, display them, pickblock the right block, paste them into single player worlds, etc. You could take a large section of the world, create a schematic of it, paste it into a single player world, and see where all the ores are, for example.
ReplayMod - Record all block changes over a certain amount of time. You could use this to record around your character and play it back offline and fly around, xray do whatever you want after the fact.
MiniHUD - Among other things, lets you show simple shapes in the world - so like a 128 radius sphere so you can light up the areas that are spawnable for a farm. Or let you mark off waypoints on a map. Or shows the effect range of a beacon. Or show the light level of a block to mark off the spawnable blocks. Or mark off where the ores are that you found with Litematica or FreeCam.

And as far as I know, none of these are detectable by the server. I think client mods have expanded beyond this rule. And many of these tools can technically be used in a way that doesn't run fowl of the other rules.
I think x-raying and 'anything that gives an advantage' is difficult to pin down these days.
MiniHud seems the most tame of these. But you can still see anything that's in the F3 screen, but also stuff that's not in there like the TPS of the server, the speed of a horse you sit on without ever moving, your current speed, show the edges of biomes, range of beacon effects, spawn ranges for spawners... And a lot that you'd need /op for that we wouldn't have access to - like witch hut or guardian temple borders... But even just using a shape to mark waypoints in the world gives advantages over other players.
It's not just x-ray resource packs and fly-hacking anymore.
