I think it's only not bannable in guild and buddy chat since you chose those people to be on your list.

I think OneMan was heavily warned from sending a message like that, but not banned.

Actually it can get you banned in any chat, it just depends how you use it. We don't necessarily ban people for it other than main chat. When it comes down to private/guild/buddy it could be considered harassment if directed at a person.

So technically no we don't ban for it but it can be considered harassment.

I always find ban requests for one single sentence with bad language a bit pathetic. It suggests there are really other motives for the ban requests than just the bad language.
