I'm pretty sure its always against the rule.

You'll notice the 'Still down?' in the chatbox, which means this is Classic, and thus in wilderness. That's a moot point, however, as he's destroying a house which is (presumably) not his. It would help if you could produce a shot of a name on that house, though, just so we know it really isn't his.

Destroying abandoned buildings is fine, people do it to collect resources.
