I'm fairly certain all phone OS updates are free.
Untrue, if you have a certain type of android you can't update to the latest version i.e if you have android honeycomb you can't update to android jellybean.

Not being able to get the update=/=Update costs money.

-Edit- Also, I'm not seeing anything saying what you said is true. Now I'm not saying it isn't true, but; source for your claim?

If you want to change your android OS you have to do something called rooting, basically the equivalent of jail breaking your device. Just saying that if you want to change the OS on android you can't do it without possibly breaking your device.

I own a Samsung Stratosphere and it is a phone that is about 2 years old. Samsung has blocked the ability for me to upgrade past Gingerbread, so I'm still running 2.3.6 unless I root my phone. That's a long way from 4.1...

Ratta is correct. Some Androids can't upgrade depending on what the manufacturer wants to do. It's unfortunate and that's why I'm glad I can upgrade my iPod whenever a new iOS comes out.

iOS is the same. Older apple software can't run the later iOS versions. My iPod touch gen 1 would not allow me to update to iOS 5, and anything older than an iPhone 4 will not be able to update to 7. I think that includes the original iPad as well.
