I'd like to start another debate now that we've established the ponies are somewhere between 0 and infinity.

Are Scootaloo and Sweetie Belle disabled? It was rumoured that Scootaloo was meant to be, and Lauren Faust wanted to do an episode centering it, but it was rejected.

In one episode, RD says that the Cakes' kids should be flying and TS says using the horn soon. And they do, when they're one month old..... the most magic Sweetie's ever used was a spark from her horn in one episode, ever. We've never seen Scootaloo fly. What do you guys think?

Well, here's my two cents:
I've always thought the younger unicorns couldn't really control their magic, and so they would use all sorts of random magic, kinda like Togepi and metronome, Togepi could use hyper beam or could use splash. Could be amazing and useful or terrible and pathetic.
Yet, when they get older they gain more stability, and thus don't use random magic anymore.
The younger brain is not fully developed, and that's likely where the magic comes from (y'know, magic comes from a child's heart, ect, ect) and thus they're able to access it easier. Along with that, it's been suggested it takes a lot of focus to preform even minor spells. So, Sweetie Belle can't access that magic due to the fact that, well, she's a child. She's getting older and is always running about trying to get her cutie mark, so she's never really focused enough to use big magic, if any at all.
As for Scoots, all I can guess is that the problems with her wings has something to do with why we've never seen her parents.

There was one suggestion put forward by Lauren Faust was to have Scootaloo as a disabled Pegasus and incapable of flight which had that made it into the mix would possibly changed the show in an interesting way.

Interesting point about Sweetie Belle although I put that down to her sometimes excitability and difficulty with focusing and concentrating. Does Sweetie Belle have attention deficit disorder? Not sure.

Raw magically ability like Twilight Sparkle is quite rare. Rarity is probably a better example of an average unicorns' abilities although even for a unicorn, I would consider to be quite a powerful one.

What problems does Applebloom have? Except not yet finding her calling like the others.

And I don't think much can really go wrong with an Earth pony since they're less complex, except things that could happen to any pony (broken legs, derp eyes, senile....) And I don't know about Sweetie Belle being ADD (probably, having many ADD people in my life) but her voice actor and Apple Bloom's voice actor are:

My whole view on the magic thing is basically that baby unicorns (and alicorns I suppose if there are such things) just use some magic instinctively, but without any real control. Like, Pumpkin Cake is basically just floating around without any particular direction most of the time. Then when they get older, they gain enough control to avoid uncontrolled magic outbursts most of the time, but have to wait a bit longer before they learn to actually use controlled magic.

As for Scootaloo, my current assumption is just that she's a slow developer with her wings, like with her cutie mark. If anything contradicting that shows up in the show, I might change my mind.

I'm going with the metronome part for Pumpkin Cake.
As for Scoots, Yes. I think her inability to fly is somewhat connected to her lack of parents or any siblings ever being seen. It'd certainly explain a lot.
Though, I've only seen to the end of the second season. I can't say I'm certain on any of this.
