Technically they don't. Cow horn lengths are based more so on breed of cow and not as much on gender. Usually if you see a female with shorter horns or no horns of the same breed as the males it is because they are purposely shaved down to reduce danger to each other during the calving and nursing of calves.
Edit: There is some difference based on gender although it is minimal. A bull's horns are actually slightly shorter and slightly thicker than that of the cow. The cow's horns are slightly more slender and slightly longer.
