The reason for his fame is that he didn't squirm his way out of ban requests as no one ever had decent evidence of him. Sure, he broke the rules a lot but he left no way for them to prove it, ultimately leaving it as a failed ban request. Furthermore, most of the time he didn't even break the rules, he would find some devious way to get around the rule in game forcing the staff no way to punish him.
