I say we: Position 10-30 people around the nether and if they site the runner they attack. I volunteer to be one.

I'd be interested in running the nether for you on one condition: I get food and you get a minecart. (or better yet - normal inventories, but no ender pearls or speed potions)

Edit: Why not make the race unannouced during peak hours, and have all 3 of us run at the same time. The subway time will never vary, but pvp, route chosen, and skill at finding paths make a great deal of difference in the nether.

Also, the exact start/finish location needs to be agreed upon. Atm, the nether-to-spawn city portal drops you over 250 from spawn....
