Government doesn't realize the chaos this would cause.

They would undoubtedly do so, but I'm not so sure that they would succeed. IIRC all they can really do is flood websites with a crapton of extra traffic to block access to the site, but they can't actually cause permanent damage. Although there was that one group associated with anonymous that was hacking major companies to get sensitive info.

I remember reading somewhere a few months back that many companies would have some sort of allowance for fan-made content added to their ToU. This would give rights to Machinima directors and anyone doing walkthroughs/Let's Plays. Not sure about other content, but anything based off of video games can be saved by a little clause in the right place.

Sounds like you're talking about LulzSec, though they deny association with Anonymous.

EFF home page with American Censorship Day banner
Opponents of the bill include corporations and organizations such as Google, Yahoo!, Facebook, Twitter, Reddit, AOL, LinkedIn, eBay, Mozilla Corporation, and Wikimedia Foundation, as well as human rights organizations such as Reporters Without Borders, the Electronic Frontier Foundation and Human Rights Watch.[20][21][22]
"This bill cannot be fixed; it must be killed," the EFF said on October 28 2011, calling the bill a "massive piece of job-killing Internet regulation."[23] Reporters without Borders said the bill was "clearly hostile to freedom of expression" and said it "would allow copyright and intellectual property owners to impose content filtering and blocking without independent judicial control."[24]
"Is this really what we want to do to the internet? Shut it down every time it doesn't fit someone's business model?" asks Harvard Business Review blogger James Allworth, concluding that the bill would "give America it's [sic] very own version of the Great Firewall of China."[25]
The Library Copyright Alliance (including the American Library Association) objects to the broadened definition of "willful infringement" and the introduction of felony penalties for noncommercial streaming infringement, stating that these changes could encourage criminal prosecution of libraries.[26]
On November 16, Tumblr, Mozilla, Reddit, Techdirt and the Center for Democracy and Technology were among many other Internet companies that protested the Stop Online Piracy Act by participating in a so-called "American Censorship Day". They displayed black banners over their site logos with the words "STOP CENSORSHIP".[27]
YAAAY!
For once I actually LIKE the massive co-orporations like Google, Yahoo and Facebook!

The people who started this bill are completely moronic, and if this passes, will be hunted down and brutally murdered by mobs of people, creepers, and hell seals with torches and pitch forks. Unicorns will join the fun too.

Anti-piracy bill that doesn't stop piracy, but instead makes it so that entertainment corporations can sue the pants off of other companies for content made by users of the website... MURRICA!
