ok found out it's based on your block activity, how much you chat, how much you play, etc.
Pretty neat if i do say so myself.

In addition to this, being banned, swearing, and tripping the help bot filter will lower your user rep. It takes the last 6 months into account.

The user reputation has to do with how active you are and how many times you have been banned in the last 6 months. Unfortunately Im banned and my user reputation is probly going to be wrecked
