It is a fast lesser known way to find older cheap cards which is all you need to worry about or you might as well buy the best card out at the time.
You could find 2 strong looking cards quickly from rates, then compare them if you're that bothered, myself I go rates then price "that will do".
Let me explain something to you since you're obviously not getting it.YES HE CAN with an external GPU or if he has MXM slot.
Yes, a stronger card will generally have a higher Pixel/Texel fill-rate.
NO, that does not mean you should ever use that as an indicator of performance.
A 5770 can be found for around $80 as you said. A 750Ti can be found for around $110-120 on eBay. Given that it's 2015 and the 5770 came out in 2009, I would highly recommend against getting it. Stick with the two most recent generations if you want to get a good bang-for-your-buck.
As well, Dlgn has a laptop, so he cannot add a graphics card without replacing it with a better laptop or a desktop.

Literally everything you said is completely and totally wrong.
"Yes, a stronger card will generally have a higher Pixel/Texel fill-rate"Not a lot of people realise you can find a cheap fast card this way NOW YOU DO.
