I believe the issue of forced realm disbands needs to be addressed. Some people might be feeling sore after VVolfie gaining most of Shampoo_Lord's spawn realms. Not that VVolfie did anything wrong but seeing as it happened among the staff could of caused some tension in the member population.
In regards to what could be directly implemented: stop logging banned player's /online status so a banned players realms will go public automatically.
If that is too extreme, then at the very least stop logging perma-banned players /online status. It's unnecessary.
A player typically isn't given a month long ban sentencing so they shouldn't have to keep logging in while banned, instead, wait until you are unbanned to refresh your 30 day online timer.
tldr - If you're banned and try to login: the /online command won't change. Thus admins wouldn't have to force disband any realms.
