Rename "/who" and add to "/help"

Rename "/who" and add to "/help"#62833

The topic name says it all. Currently "/who" only lists server health, so I recommend renaming it to "/server".

Wether it is renamed or not, it's the only command (other than the lotto) not listed under "/help". Seeing as "/who" appears to be a permanent feature, it should get added to "/help".

Maybe change it to something that is also short? If it's for server health maybe /hp?
