I've already started a thread in the Communities section about this, but I feel a proper "Ideas/Suggestions" thread is warranted for the mod/admin part of the city.

Now, for what I'd like to request from the mods/admins.
Should the city be built, it will no doubt be a prime target for griefers ("I don't know what that is but I wanna break it"). People are already thinking of establishing apartments and shops there, in addition to things like embassies and arenas. What I would like to ask of the staff is that during the construction (and/or after the city is built) that it receive a form of protection akin to that of the main Spawn City. I ask for this protection mostly to ease the workload of the mods and admins, since if the city is griefed, it will likely be with either TNT or lava, which would make their job even harder. There has also been talk of toggle-able PvP, though I personally do not see this as needed.
Meaning that either only a select few (the choosing being up to whoever the staff deems appropriate) may alter the end product to prevent griefing. Essentially, a single realm in the Nether to serve as a landmark, neutral ground, and symbol of cooperation and unity among the factions of Minerealm.
Since the Nether will be getting wiped along with the rest of the public realms, the construction may not start until early 2012 (after the Glowstone rush and the reconstruction of the Nether Roads). The city idea thus far seems to have quite a lot of support and I would very much like to see this idea implemented.
The decision, of course, does not need to be made now. I will be supplying sketches of the city later on in the week to help illustrate the general shake and makeup of the city.
Size and shape
The idea behind Dis is that it will take up a 100x100 space in the form of a large stone cylinder, stretching from either lava lake to upper bedrock, or from bedrock to bedrock, depending on the location it is built at. Around Dis, in what would be considered the adjacent realms, would be the twelve faction realms/neighborhoods (more on this later). I would personally prefer to see these hanging from the ceiling of the Nether like stalactites, though the construction of the neighborhoods will be left up to the factions that own/control them.
As of yet, I've not 100% mapped out the construction of the city, but here are a few things I do know will be implemented.
-An arena/colosseum to be located at the very bottom of the city.
-A "welcome center" stating the rules/code of conduct while in the city, hanging from a platform in the center of the city.
-A section designated for business and trade (most likely situated a level above the arena).
-A residential section for those that would like a place in the main city as opposed to the faction areas (or for those not in a faction).
-A passive mob farm. Because of the inclusion of grass blocks thanks to the Silk Touch enchantment, passive mobs should spawn like mad on the little grass in the Nether.
Tree and grain farms would be only in the faction sections (if the factions so choose), due to the griefability of grain and the tendency to not replant trees.
The levels would consist of wide walkways going around the sides of the city with pathways criss-crossing though the mostly open space in the center. Hanging buildings will of course be built, though I leave that up to the people allowed to build there. The guard rails for all the walkways will consist of the new Iron Bar blocks, both for aesthetic purposes, the fact that they don't burn when exposed to fire/lava, and due to how hard they are to break, which will hopefully deter griefing during construction.
Neighborhoods and factions
It has been mentioned in the main thread that Intelli would/should/could be the sole owner of the City of Dis with the mods being co-owners who could add/remove player building rights on a person to person basis. I personally support the idea so that no one faction has full control of the city and that it will keep out those that will likely grief the areas. On the subject of the neighborhoods/embassies/factions, they will have building rights to the main city (for shops, apartments and the like) in addition to their own neighborhood, located in one of the 12 realms surrounding the main city. Rights to the neighborhoods will be divvied up on a per-faction basis. Major factions (Trinity, Abyssus, Roanoke, Ceteri and the like) would be eligible for these locations. The design and makeup of these neighborhoods would be left up to the factions (so as to allow them to put their own spin on their embassy). All neighborhoods will be connected to Dis via bridges, the design of which would be left up to the factions (again, artistic freedom). Other bridges/roads connecting to the main nether highway will connect to Dis at whatever height they are at (no need to build stairs up or down to reach Dis).
Additional factions will be allowed to make bids on the remaining realms (by bids I mean pleading their case and such. I don't want an actual auction or anything) until all the realms are taken. Should a faction decide they do not want to be part of Dis any longer, they should notify a mod or an admin to have them taken off the building list and the realm will be put up on market once more.
Economy, purpose and features
In addition, with the new Silk Touch enchantment coming out in the final version, it will allow for a passive creature spawn grinder and a Squid farm, thanks to being able to transplant both Grass blocks and Ice Blocks into the Nether (the ice of course will melt and leave water, which will spawn squids). Full notes on how these will work may be found on the Nether wiki article.
Unless I'm gravely mistaken, a protected Dis would mean that Nether PvP would pick up since the PvPers would not have to make runs to the nearest portal when they lose their armor or run out of food. The economy would pick up and there would be more people buying and selling than there already is. In addition, with the faction realms/neighborhoods, they would be able to store and stockpile gear in the nether without fear of getting it stolen or looted by some rival faction (or some schmuck with luck).
PvP within the city
While PvP will not be banned within the city, it will at least be discouraged in the public areas (markets and such). PvP and invasions of faction realms is not only allowed, but encouraged. The following actions and weapons will be banned within Dis on penalty of execution:
-Tunneling through the city to try and gank other players (as is common on the Nether roads)
-Lava
-TnT
Swords, bows and tools are fine. Lava and TnT may be used within the faction realms at the faction's discretion. I expect the people with building privileges to respect the city enough not to blow it up or burn it down.
Government and policing
The city will ultimately be owned by Intelli and the mods who will divvy up building and chest access rights to those of their choosing (likely on a petition based system, though it's up to them).
A player based government is not planned, though a council/senate like system could be implemented with reps from the factions being the senators.
The "police" of Dis will consist of the factions that choose to supply a police force. To prevent corruption and such, they would be charged with keeping an eye not only on the citizens, but on the other police forces to make sure everyone is...playing by the rules.

See, here's the thing. Dis will NOT be safe, or at least as safe as an Overworld city. There will be PvP within Dis, and with all the factions in one place, it's likely to be MORE dangerous than the rest of the Nether. The ONLY reason I am petitioning for protection is to prevent the city from being griefed.

Well that's fine and dandy. Get a plan together, like this one, get support for it, like I'm trying to do, and propose it to Intelli, like I'm trying to do. I wish you the best of luck.

True, in a sense. The owners get the home turf advantage, which should be true in a city-based PvP area. It would give those players who are members of factions a safe port that is still able to be attacked via swords and arrows. In addition, it will give incentive to those players that are not in/allied with a faction to join one.

*Sigh* Nobody ever reads any more....As I have said time and time again, IT IS NOT MY CITY. I WILL NOT OWN IT. IF YOU DID /REALM, YOU WOULD NOT SEE MY NAME ON IT. I WILL NOT BE IN THE GOVERNMENT. IT IS NOT. MY. CITY. I'm proposing this because 1) I think the concept is awesome, 2) because I think the Nether could do with a landmark/permanent structure, and 3) for a little fame. As stated before, THE CITY WILL BE OWNED BY INTELLI AND THE MODS, WHO WILL PASS OUT BUILDING PRIVILEGES TO THOSE THEY DEEM "WORTHY".

There is no natural way to place Grass or Water in the Nether. Grass cannot be obtained and carried into the Nether, or found in the Nether to spread to other Dirt blocks. Using Water Buckets will only cause the Water to sizzle and leave smoke. This makes growing Sugar Cane impossible since the plant requires water to survive. Wheat farms are also affected by this. They can survive without water, although they will grow much more slowly. Grass may be able to be obtained in the prerelease 4 however, using a shovel with the enchantment "Silk Touch." Animals will spawn profusely, so this can be used to make a passive mob grinder.If implemented correctly, then Dis could be a massive supply hub for PvPers who require cheap food (cooked chicken, steak and fish) and cheap armor (leather armor from slaughtered cows). In addition, if Dis is expanded (Beyond the proposed 200x200 size), we can add grain farms to further bolster the Nether-based economy.
Actual blocks of Water or Grass can be placed in the Nether, but this requires Inventory Hacking, Map Editing, or a Mod to craft Grass blocks. Blocks of Ice that have been hacked into the game, spawned via Creative Mode, or acquired through mods can be placed and broken to leave water blocks behind as well. As of Beta 1.9 prerelease 4 Ice can be legitimately obtained using a pickaxe with the enchantment, "Silk Touch."
