SurgeonBSG's idea, but I want to put it into action.

Actually I've been to other servers recently that force new players to go through a maze/tutorial system and answer questions along the way. The correct answer lets them continue. The wrong one starts them over again. Force new players to go through this system and disable their /spawn and chat abilities until they do. Then once they reach the end then you spawn them to a random spawn location. Add a tutorial at the beginning so those that read the signs should have no problem navigating the maze.

Say for example they get through the maze, answer the questions correctly and are let loose into the world - What is stopping them from breaking the rules?

Sure, they have answered the questions and understood the rules whilst completing the maze and then there is no excuse of "I didn't know the rules" etc... , but it still won't stop rule breaking.

I could see this creating more problems then it would solve.

Though it'd have to be a separate tutorial, I'm not going through an effing maze each time I /spawn XD

And @tornadic it's to inform the players who are just ignorant or don't happen to see the signs, it's not to stop the griefers.

Tornadic what's preventing them from doing the same as it is now? Nothing. This would help. What you basically did is complain about how their is nothing protecting rulebreaking as it is.

What I'm trying to say is that I don't see how a maze explaining the rules is any better then having the signs at spawn. :L

The maze is not to solve rule breakers, but noobs who don't read the signs at spawn. The idea is that the total number of noobs who break rules simply because they didn't read the signs at spawn can be decreased by forcing them to read the rules.
