I think that now with so many players on the server 24/7 and with their being so much griefing it can be hard to be noticed by mods or admins also with players constantly asking are their any mods/admins online.
The idea behind /who mod is that it will automatically list all the mods or admins on the server at the current time. From this it could become very easy to find an admin/mod, message them about the incident, and get the problem solved very quickly.
I can see a potential disadvantage with griefers knowing when their are no admins or mods on the server at a time but this would be solved by simply having more moderators that cover almost all timezones.
