Okay, so I finally managed to get back into the Nether yesterday and two things struck me right away.

1) The Nether is REALLY developed. Like amazingly so.
2) There is nothing of value left in the Nether.

Of issue is #2. The lowest levels of the Nether are crisscrossed with 1x2 tunnels and the only Nether Quartz (critical in some Redstone builds to make Comparators) somewhere up in the cealing, and even then maybe only one or two blocks of the stuff. And while Witches can drop Glowstone, I've yet to encounter any thus far, so I cannot comment on how easy it is to gain more of the stuff.

Point is, the only place to get Nether Quartz is in the Nether, and the place has been pretty much tapped dry. I propose in the near future we look into resetting the Nether, if only for a new influx of resources. Also to clear up a good chunk of the mess and unused structures.

Glowstone can be obtained from villagers. It is, therefore, infinitely renewable, and no more than slightly tricky to obtain (getting the right villager, etc.).

Nether Quartz was already substituted into the Nether when the update occurred. Any more would be non-legit. We can just make do with what we've got.

Glowstone is easy to get but quartz is not renewable.

Wiping the nether is still legit as there will be a finite amount. Non legit would be like summoning it in consistently for credits. 100% vanilla only works well when you have limited players on unlimited or large space. Single player this is fine. But we are a server with many people and there is only so much to go around. Its been awhile now so personally Im willing to put aside 100% vanilla or whatever to get a nice clean slate. Maybe spread the resources around a bit.

Assuming you 1) have the Emeralds to pay for the Glowstone and 2) can actually FIND a villager that's not been squirreled away somewhere that can supply said Glowstone.

And it's kinda hard to get ahold of Nether Quartz for redstone projects when you can't take it from 1) the Nether (because there's none left), 2) the inventory of some long gone so-and-so (because that would be looting and looting is against the rules) or 3) tearing down another player's full quartz/marble home (griefing).

Then you have the staff do it as opposed to giving the blocks/power to some random person.

It's either set up a Command Block powered store that trades credits for no-longer-obtainable/finite resources (Nether Quartz being chief among them) or reset the Nether (which, as has been mentioned earlier, been shot down several times).

Villagers sell glowstone. You sell wheat and paper to villagers and get emeralds. You use emeralds to buy glowstone. You spend the time and do the work to make perfect paper and wheat and glowstone villagers, and you have an renewable supply of glowstone.

About the nether quartz situation. I thought the very same thing. Then I sat down, found somewhere to dig, and found some nether quarts rather easily. I'm not swimming in the stuff, but I have enough for some compariators if my redstone requires it.

I think nether is very gross, very messy, very over-mined, very dangerous, and very unorganized. I'm a hugely anal person and every time I go into the nether my OCD just goes nuts... But after I spent some time there, I also realized that there's also an awful lot of work hours put into it. I don't think we necessarily need to wipe it - it's not time yet.

Well some people mined it with silk touch and will fortune it to get more than the normal amount, so there is that. You can also buy the Nether Quartz ore from people that will sell it.

That's precisely what I do. One of my villagers is a silk touch book seller ^^. I always have my normal pick and a silk touch pick on me at all times. All ores (as well as glass and stuff) are silk touched and dealt with later.
