The system would work like so:

Player A decides he/she does not wish to PVP in the nether. Player A types /Disable PVP and then enters the Nether. The player cannot be attacked, nor can they attack any players until the Nether has been exited and re-entered with /PVP enabled toggled.

This system would allow those players that wish to use the Nether for it's much appreciated ability to travel the ability to do so without fear of portal camping, invis hunting, or mob rule PVP. Only the players that wish to PVP in the nether may do so, and the ones that wish exemption are afforded that as well.

Now if a player has blocks broken under them even if they are /PVP disable, well, let's just call that a fair compromise. However if the player is building something intricate, a PVP'er can't just come destroy it because unagreed upon griefing is bannable.

The only argument against this is going to be made by PVP'ers that want easy free kills to skim all day.

As compensation, allow a /wilderness spawn, so players that wish to have PVP battles can do so in an area that is not as valuable to gameplay as the Nether is (fast travel) I know a /wilderness spawn, is a bit less vanilla, but think of it this way. There is /Spawn (for 1st timers, central strike out point, /Home (obvious reasons) /Trade, (To facilitate another important gameplay aspect) and /wilderness, (to facilitate another server need, being PVP)

I think an approval of this measure would lead to less consternation on behalf of the populace that wishes the ability to travel unimpeded across the map (which the nether is an extension of) And give PVP'ers a place of their own to defend, occupy, attack, whatever, which I THINK leads to better PVP in the end run.

I believe it was prodigy who nailed it, he said something like: The nether is supposed to be dangerous so PvP is enabled for a reason. In addition ill teach some magic. 1. put stuff in enderchest 2. drink invisibility potion. 3. Enter nether unseen. 4. go to location, use enderchest there and magic!

That's what I always do when I travel to Vortex or .com. It works great.

Well what's the fun in this. Like someone else said, there should be a risk for the fast travel in the nether.

Perhaps what we can do is to put a 100 block radius "PvP protection" around the spawn portal so as soon as a player steps out of that ring, their Pvp is enabled in 5 seconds (with given warning) or a 5 block radius Pvp protection around each individual portal.
This would reduce PvP camping so that players have a chance to at least enter the nether without being automatically slain, but still leaving some risk while traveling.
Players can still camp outside of the ring.

Problem: You're sick of people camping the nether and wish for to "opt out"
Solution: Use a different portal.
