I feel like that may be a slight exaggeration at the least. Of course each faction with a realm near the spawn would want to set up a shop there, but there's no reason for them to each make more than one. We wouldn't know for sure unless this was actually implemented, but I'd say the majority of the realms somewhat close to the spawn would probably remain the same after this.
