Not really a valid suggestion, as implementing horses is already part of the standard server development plan.

I'll leave this open to see where the poll goes though.

All these suggestions about reducing lag, and yet I, myself, rarely have lag.

-1, Chickens are some peoples only food source outside crops and having them despawn would make eggs a pain to get, I see no point in having them despawn, if you don't like having chickens nearby, then kill them.
And beside all that, I think everyone else, Intelli included, snuffed out this idea having anything to do with horses.

Animals will spawn upon initial chunk generation, but all of the chunks already generated.

Mojang put in another spawning method just for this purpose, when all of your chunks are generated and you've killed all the animals in your world. Horses WILL spawn in 1.5 chunks. But with this method, they will do so at about 1 animal per 5 seconds. So they added a cap and it's about 11.3 animals per player. The number of animals loaded on the server at any time is likely always above the cap.

All we really need to do is move away from our animals all at once and all stand in plains biome. But I imagine killing chickens could help too.

It's ENTIRELY possible to spawn horses naturally, but it's a group effort.

Whilst this sounds plausible I doubt it would be the fix we need.
The only way to test your theory is for Intelli to lock down the server (whitelist it) and load it up with just him there in a location with no animal farms.

You need 1.6 chunks loaded to spawn horses, de-spawning existing mobs will do nothing

So, if we had wilderness 2.0 we could have horses?
