I was thinking maybe a radius around a minerail is also protected. So the left and right barrier will remain intact aswell as the block the rail sits on.

Situation 1: Oh look Intellis magnificent nether rack fortress . It's beautiful I'm going to spam it with private rails, and not even staff can remove it. Only Rokkr and Intelli can remove it I think :3.

Situation 2: Wow someone spent lots of time placing these rails . I'm going to change the direction of the track :3. They can't fix it .
Instead we should put a position of nether rail manager up. The rails they place would be private. They would be working a lot though...

In addition to this, the rail could be protected for (say) a month before reverting back to public.

This really isn't a bad idea. How many cases of griefed rails do we have to fix nowadays? How many cases of spammed protected rails would we get if this were in place? Not many people are willing to pay 500 credits just to annoy someone with a rail. Furthermore, it would only be there for a month. AND if the rail is not part of a track, than staff can swiftly remove the rail and possibly ban the player who placed it.
