This would reduce PvP camping so that players have a chance to at least enter the nether without being automatically slain, but still leaving some risk while traveling.
Players can still camp outside of the ring.
If you're going to implement a safety buffer, it probably shouldn't be time limited--that would just make things like lag and portal warp time critical factors in PvP strategy. However, I like the idea of a 5 block radius safe zone, but it would have to be something that's implemented automatically (e.g. players *can't* hurt others in that zone, not just that they *shouldn't*). That way, we avoid the kinds of disputes that were rampant in the previous system, regarding whether a player was in the safe zone when killed and whether the PvP kill was legal.

However, I think it should only be for the spawn portal (i.e. make the protection from -5 to +5 in X/Z directions, not programmed to calculate from a portal's location). With even a small radius of protection around every single portal, it would: A) nullify the danger of the nether by making it possible to build a safe route through the nether by just spamming portals all over the place, and B) make the safe zone more demanding on the server by needing to recalculate where the safe blocks are whenever a portal is created or destroyed.

Portal camping would still be possible with such a system, so PvP mechanics wouldn't change all that much. It would just be a less profitable strategy, since it would give players a chance to safely scope out the area and then decide if they want to turn back. More successful camping would require ambushes set up along the main roads of the nether, far enough away from spawn that passers-by have no chance to run away >:D

A 100-block radius is too much--the nether is only about 1250 x 1250, so an area with a 100-block radius in the middle is a substantial portion of the entire place.

Whoops, I was not thinking about the radius size. I did consider the fact of what you stated about the individual portals, though. The 5 second warning would be for players who don't know that PvP is automatically enabled in the nether. If they step out of the ring, they will be given a 5 second countdown until their PvP turns on so they can get back in the safe zone or have some slight time/chance to run for their lives. Kind of like how PvP turns off in the overworld with /pvp

Edit, perhaps that safe zone should be automatic instead of a law that a player has to abide by (like that old red carpet rule) I have seen servers that have managed to put an automatic PvP protection area around a certain point

For new players, the signs posted near the portal at overworld's spawn should serve as adequate warning.

Perhaps a simple 5-second delay would suffice? You know, so people would at least have a chance to fight, rather fhan being insta-killed before they could even see their attacker.
