Intelli would have to sort out the portal linking since sufficiently linked portals could be used to bring items over the border. The code would have to account for this.

Alternatively, the nether wilderness could have its own world.

Between the redstone and rail system updates, and the addition of nether ores, I'm seeing quite a bit of new material inspired by Tekkit mods.
