An idea similar to this one has been brought up and shot down countless times (To enable PVP everywhere). The majority of players do not want it, and the ones that did want it wanted it for very stupid reasons.

I think that PVP should be enabled everywhere, unless you buy a PVP flag for your private realms for 5k each.
