Well, to fix all of your warping disagreement, why don't we make it just a monthly thing. As in, every month you can change your spawn once. Something like:

/warp spawn 1 (for Spawn city)
Are you sure? Warping is only allowed once to each spawn per month. (type /yes if you are sure)

/warp spawn 2 (for Abyssus)
Are you sure? Warping is only allowed once to each spawn per month. (type /yes if you are sure)

/warp spawn 3 (for Roanoke)
Are you sure? Warping is only allowed once to each spawn per month. (type /yes if you are sure)

now you try to /warp to one of the spawns again, but hey! This appears:

You have reached your warp limit. Please select a spawn point. You may select a new one in a month. Current spawn is Spawn City.

So now, after being able to explore the different spawns you decide to choose Abyssus as your spawn point.

/set spawn 2
Are you sure (type /yes to change spawn)
/yes
Your spawn is now Abyssus

Presto. Now you can't abuse the /warping, you can change your spawn, AND every spawn can get a chance at glory.

Once a month makes sense. You should only be using the warps to decide which spawn you would like to use. Making it more often or moneybased would make the whole exercise moot. I like the idea of people choosing to have other spawns to make other areas of the world more popular, andbeing able to warp once to grant it easier access to those who would otherwise never see them. But it should be incredibly rare to be able to warp, since the server is vanilla.

Edit: I felt this needed a little clarification on my part. The reason why one month only makes sense is because this isn't an issue of being able to warp; it's being able to utilize various built up portions of the map that would be suitable for spawn. So warping is an absolute no. This is just making a case for allowing people easier access to DISCOVER new areas without abusing warping.
