To be honest, I like the idea of having the tax at 10% or even 15% for those who are not involved in countries purely for two reasons:
It gives people who are thinking about participating in countries a benefit.
It stops people who have just had their whole country taken over by anothers going "OMGZ I JUST LOST AND I HAVE TO PUT UP WITH SOMEONE ELSES TAXXX IMMA RAGEQUIT THE COUNTRY SYSTEM -quit-"
Either that, or present to players a choice to either /opt in or /opt out. And once the choice is made, they cannot change their mind, but until that choice is made, the server assumes they want out. This gives people to think the first time round, yet prevents them from ragequitting if something doesn't go their way, as some people do.
