Simply allow redstone wire to be placed/ used in the wilderness. Seeing as Redstone dust can be used in the nether, I don't see why there is a restriction to Redstone dust bring used in the wilderness.

Whilst I do understand that Redstone can be used to wire traps, it's also good for creating doors and mechanisms that can be used for piston builds. For example, an opening secret door to hide your chests and valuables. Perhaps to avoid traps, players must tell a staff member what they intend to use Redstone for before being allowed to use it. Lying about reason for using Redstone will result in a ban.

You wouldn't have to worry about people making traps. One of the main reasons for allowing redstone in the wilderness is for more advanced traps.

I say this should be allowed. Redstone has many uses, and would be used alot in the Wilderness. Bases wars would use this constantly too.
