I am unsure wether this is in place already but i think that the warp in spawn city should only allow warps to public realms so that people cant warp into other players villages or farms and slaughter all their villagers or animals.

You will always be warped to public land.

EDIT: Whoops. found this after I posted.

The teleporter doesn't check if realms are public or private. You can be teleported to private realms.

The only criteria is that you will be teleported 1000 blocks away from spawn.
