The difference between the bill Obama has suggested and yours is that Obama's is about tax on the annual income, yours equals a different TAV (or VAT idk which one is used in English :p) for the rich guys

I don't think taxes should change based on total amount of credits (Or wealth in general). The current 10% it's at is perfectly fine. If this change were to be implemented though it should only go up by 3-4%.
