Two suggestions:
First: perhaps lowering the country creation fee. Instead of costing 50,000 credits to get 50,000 units, perhaps 20,000 credits to get 20,000 units? This would allow interested parties to more easily get started. However, this wouldn't affect the balance of power (paying only a fraction of the current cost, but getting only a faction of the country units).
Second: allow country leaders to change their currency name. Using the term "unit" for currency sounds rather generic, so being able to change the name would add a bit of unique flavor to each country. For simplicity, all country currencies would have a 1-to-1 exchange ratio (i.e. the change in a currency name would be purely aesthetic). Would be interesting to see "100 Prodigy Dollars" or "10,000 Trinity Coins" or "100,000 NTC Engraved Skulls" as the fortification strength of various country-owned realms.
