Ok, here goes: I know the nether is very much a free for all place, it's meant to be dangerous, it is dangerous. But it also has it's own very unique landscape and some interesting terrain that can make building in the nether incredibly fun. My suggestion is to try and encourage building in the ether, without taking any of the danger out of it.
So, this system is very much a concept I just thought of, if anyone can think of something better, please post it here.
When you purchase a realm on the surface, you get one nether credit. A nether credit allows you to buy land in the nether, much like you can buy realms on the surface. They could have a different name though, I don't know... Fort plots? They could also be much smaller, not being 50x50, but perhaps even 10x10 or 20x20.
Within these fortress zones, blocks can not be destroyed (by non members and griefers), and for that reason, chests may not be placed(by members) (or blocks cannot be placed above chests) this is so they cannot plac blocks above chests to lock them, no chests inside plots means keep them on the surface or outside your plot (stupid). Explosions are fully effective within these realms however, but only members may place TNT. There is full PVP within these plots, just no block destruction.
Rather than individually adding people to these plots, every member of a realm on the surface is automatically a member of all that realms nether plots. Ie. Abyssus: I buy a nether plot, every member (about 30) is automatically added without me doing anything. This encourages realms to have their own forts not linked ones.
Just to specify: the person who purchases a realm on the surface gets one nether point, they can name this point anything, different to the realm on the surface even. However, whatever they name it, its members are those that are a part of that realm on the surface. So, if your confused, if I buy a realm and call it TC on the surface, I go down and get my nether plot but call it Steve... Members of the realm Steve are members of Steve in the nether, not the members of TC.
Additionally, if you sell a nether plot you get your one nether point fully refunded.
Hopefully, this can allow better, less griefed structures to be built in the nether, without the threat of griefers.
